PURC training and development programs are designed to improve participant skills in five areas: conceptual frameworks, critical thinking, creativity, communication, and commitment.

Our programs teach the principles and practices that support effective utility policy and regulation. Instructional approaches include case studies, lectures, client problem-solving, simulations, video, e-learning, and site visits. Training is rigorous, but practical.

Basic Course on Regulatory Economics for Telecommunications for ANACOM, Portugal

March 3-14, 2008

The basics of economic issues in telecommunications regulation were the focus of this two-week workshop for approximately 35 regulatory professionals at ANACOM, the telecommunications regulatory agency for Portugal. The participants engaged in case studies and simulations on interconnection arrangements, assessing market competition, functional separations, and stakeholder processes. They also studied how network economics affect market development and competition, the basics of radio spectrum management, essential features of spectrum auctions, the essentials for conducting cost studies in telecommunications, policies for broadband development, and EU policies for universal service, competition, and interconnection. Assisting PURC Director Mark Jamison, and PURC Director of Water Studies Sanford Berg, in the delivery of this course was José Luis Gómez Barroso, an assistant professor at the Universidad Nacional de Educación a Distancia (UNED) Dpto. Economía in Madrid, Spain (and former PURC Visiting Scholar).

Elements of Regulatory Finance for the Florida Public Service Commission

October 25, 2007

Participants learned how the tools of finance are used in decision-making by utility managers and by regulators. The format of the workshop emphasized Q&A and discussion. Participants determined the time spent on the various topics and concepts while the presentations provided numerical examples illustrating how cash flows affect project valuation and project selection. Approximately 30 commission staff participated in the workshop. PURC Director of Water Studies Sanford Berg and Joel Houston, the Bank of America Professor in Finance at the University of Florida Warrington College of Business Administration, delivered the workshop.
